Recommended Action
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Report flooding to the National Weather Service by calling toll free, 800 401 9535, when you can do so safely.

Description

What: Flash flooding caused by excessive rainfall continues to be possible.
Where: Portions of northeast Kentucky, including the following counties, Boyd, Carter and Greenup, southeast Ohio, including the following counties, Athens, Gallia, Jackson OH, Lawrence OH, Meigs, Morgan, Perry, Vinton and Washington, and West Virginia, including the following counties, Barbour, Braxton, Cabell, Calhoun, Clay, Doddridge, Gilmer, Harrison, Jackson WV, Kanawha, Lewis, Mason, Northwest Randolph, Northwest Webster, Pleasants, Putnam, Ritchie, Roane, Southeast Randolph, Southeast Webster, Taylor, Tyler, Upshur, Wirt and Wood.
When: Until 2 AM EDT Thursday.
Impacts: Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
Additional Details: - Periods of heavy showers and thunderstorms will produce locally heavy rainfall through tonight. Given the wet soil from previous rainfall, flash flooding could occur. - http://www.weather.gov/safety/flood
