Seen around the world, Sun Dogs are a bright, rainbow-colored patch of light that occurs on either side, or both sides simultaneously, of the sun, when it is low on the horizon. It's an atmospheric optical phenomenon formally called a parhelion (plural parhelia) in meteorology talk. Sun dog is easier for me to remember..lol.
