1.2 Accessibility Summary

We are pleased to introduce Pelmorex’s Accessibility Plan for the 2026-2029 period (covering June 1 2026 to May 31 2029), which identifies and makes plan to remove any barriers that may prevent:

  • our current or future employees from maximizing their potential; our customers from fully enjoying and benefiting from our weather and entertainment services; and our visitors and partners from being fully accommodated when visiting our facility or engaging with our business.

Pelmorex understands that equity means more than treating persons in the same way, but rather that all people should be provided the measures and accommodation they require in order to participate equally, whether as a customer, employee, visitor or client. With that in mind, we undertook a variety of internal and external consultations with persons with disabilities to ensure that barriers of all varieties were identified and we could develop action plans to remove these barriers going forward. These consultations represent a renewed commitment to soliciting and accepting feedback and recommendations from our employees, customers and accessibility professionals.

This second Accessibility Plan builds on Pelmorex’s work of our 2023-2026 Accessibility Plan and renews our commitment to addressing existing barriers and to establishing an accessibility-first process for all new initiatives. A summary of our progress from this past year is provided in our 2025/26 Accessibility Progress Report provided in Appendix A. We are proud of our historical commitment to accessibility and accommodation, but recognize that, as with everything, there is always opportunity to improve and strive for excellence.

1.3 Introduction

Pelmorex Corp., founded in 1989, is an international weather information, and data management company. Pelmorex owns and operates the weather brands The Weather Network, MétéoMédia, Eltiempo.es, Clima, and Otempo.pt. It also operates Canada’s National Alert Aggregation and Dissemination System, part of Alert Ready. Through constant innovation and entrepreneurship, Pelmorex has grown to reach consumers around the globe, has become one of the world’s largest weather information providers and has broken new ground in providing data solutions and insights to businesses. Through harnessing the value of weather, Pelmorex is driven to make the world smarter and safer for consumers and businesses.

Pelmorex reaches more than 60 million people per month, worldwide, with its critical weather and warnings services on television, Web and apps, and is committed to ensuring everyone can access and enjoy our services equitably. In 2020, Pelmorex renewed and strengthened its commitment to diversity, equity and inclusion by forming what would eventually become its IDEAS (Inclusion, Diversity, Equity, Awareness and Solidarity) Community.

2. Consultations and Feedback

2.1 Consultations

Pelmorex continues to maintain an open dialogue with its employees and its customers (viewers and users of our digital services) on identifying and removing existing barriers. Our ongoing work to remove barriers is informed by our consultations, which in the past year included:

Employee Surveys

Pelmorex conducts quarterly “Pulse” surveys of all employees that cover a number of topics, including accessibility. These surveys include two of the following four accessibility-specific questions, and alternate with the other two questions being included in the following quarterly survey:

  • Do you know where to find Pelmorex's accessibility plan?
  • I know how to request an accommodation if I encounter a barrier that affects my ability to perform my role
  • Have you encountered any accessibility barriers at work?
  • Do you have any suggestions on how we could improve accessibility?

By consulting with employees about accessibility on an ongoing basis we are able to measure the impact of our accessibility initiatives over time to ensure they are being targeted and communicated to our workforce.

Customer Survey

To consult directly with our The Weather Network/MétéoMédia digital services users and TV viewers Pelmorex launched a customer survey from January 6 2026 to January 27 2026. The survey was promoted and made available on The Weather Network/MétéoMédia websites and apps. The survey asked respondents about: ease or difficulty of accessing The Weather Network/MétéoMédia information and content; whether they faced any accessibility barriers in accessing our content; and what those barriers were.

At a high level:

  • 52% of respondents found it very (35%) or somewhat (17%) easy to access our content;
  • 26% of respondents found it very (4%) or somewhat (22%) difficult to access our content;
  • 48% of respondents indicated that they faced an accessibility barrier to fully accessing our information and content; and
  • Nearly all barriers experienced were related to our digital services.

Open-ended questions indicated that the barriers experienced by our customers were all related to the amount of content on our digital properties, with customers saying they found the web and app pages “too busy” with too many auto-play videos and with too many ads.

These consultation results provide more information to direct our accessibility plan for the coming three years.

Canadian Association of Broadcasters Consultation Sessions

Pelmorex also participated in the following two Accessibility Engagement and Consultation Sessions hosted by the Canadian Association of Broadcasters, which provided guidance and expertise from experts and individuals living with disabilities:

  • Broadcasting Accessibility Fund, January 22 2026; and
  • Disability Screen Office, March 26 2026.

2.2 Customer feedback

Pelmorex continues to receive and act on feedback from its customers through its Feedback Process. We broadcast a promo on The Weather Network and MétéoMedia multiple times per hour to inform viewers “To provide feedback on our regional audio description weather reports, or to report any barriers to enjoying our services, email us at accessibility@pelmorex.com.”

During the past 12 months Pelmorex received a handful of comments from our customers experiencing barriers to enjoying our services. Unlike previous years, most comments were related to our TV services and included: the on-air presenters blocking the view of forecast information; inconsistent volume between segments; on-screen text size; and the order in which forecast information and cities are stated in our audio description forecasts. Feedback about our digital services was related specifically to the accessibility widget that we launched last year. The feedback was all actioned with the appropriate departments and, where possible, addressed. Feedback that we were not able to address immediately has been added to this accessibility plan for consideration.

3. Areas of Accessibility and Planned Actions

This section describes the planned actions to remove barriers identified in the six areas relevant areas of accessibility defined in the Accessible Canada Act (Employment; The Built Environment; Information and Communications Technologies; Communication, other than ICT; the Procurement of Goods, Services and Facilities; and the Design and Delivery of Programs and Services (Website and Apps)), as well as Pelmorex’s requirements as a broadcasting licensee.

Accessibility Committee

Pelmorex’s Accessibility Committee, which includes senior level representatives from key departments, met quarterly throughout the past year to discuss and coordinate progress on our Accessibility Plan.

3.1 Employment

Identifying and removing employment-related barriers and ensuring that all current and future employees have the same opportunities, regardless of their disabilities, is a critical component of integrating accessibility into all aspects of Pelmorex’s business. In this renewed Accessibility Plan our focus is on maintaining, reviewing and assessing the impacts of the employment-related actions that we have completed over the past three years.

3.2 The Built Environment

An accessible built environment is essential to ensure equitable access to and use of Pelmorex’s facilities. Ultimately, everyone should be able to fully perform their intended activities and functions without facing barriers within our facilities.

3.3 Information and Communication Technologies

Pelmorex’s IT department is responsible for sourcing for, and providing to, Pelmorex staff the ICT products and services they need, including those that are required to accommodate a disability. As such, it is an important piece of ensuring overall accessibility at Pelmorex.

3.4 Communication, Other than ICT

Pelmorex’s Communications team is responsible for internal (staff) and external (customers, viewers, Web and app users) communications and therefore plays an important supporting role in promoting accessibility and accommodation.

3.5 The Procurement of Goods, Services and Facilities

The goods, services and facilities procured by the organization can have a significant and direct impact on the current level of accessibility and accommodation within Pelmorex. Procurement at Pelmorex occurs on an as-needed and per-department basis, and through our first Accessibility Plan actions we committed to making resources available for accessible procurement when necessary rather than establishing a specific accessibility budget.

3.7 Transportation

Pelmorex does not offer transportation services and therefore has nothing to report for this area of accessibility.

3.8 Licence Conditions and Requirements Under the Broadcasting Act

As a broadcast licensee Pelmorex, via The Weather Network and MétéoMédia discretionary services, is subject to and complies with a variety of conditions of licence and other requirements, expectations and encouragements aimed at removing barriers and ensuring our television services are accessible.
