When: Until 715 AM EDT.
Impacts: Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring.
Additional Details: - At 117 AM EDT, Doppler radar indicated heavy rain has fallen this evening, with moderate rain continuing overnight. Flooding is ongoing or expected to begin shortly in the warned area. Between 1 and 2 inches of rain have fallen. - Several roads were reported flooded in Westmoreland county. - Some locations that will experience flooding include Pittsburgh, Penn Hills, Mount Lebanon, Bethel Park, Ross Township, Wheeling, McCandless Township, Monroeville, Moon Township, McMurray, Greensburg, Weirton, McKeesport, Steubenville, Washington, Franklin Park, East Liverpool, Jeannette, Aliquippa and Canonsburg. - http://www.weather.gov/safety/flood

Recommended Action

Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding.
