Description

What: Very cold wind chills as low as 14 below expected.
Where: Portions of northeast Kentucky, southwest Virginia, and central, southeast, southern, and western West Virginia.
When: From 7 PM this evening to 11 AM EST Sunday.
Impacts: The cold wind chills as low as 14 below zero could cause frostbite on exposed skin, as well as hypothermia if precautions are not taken.
