Blowing Snow And Blizzard Conditions Expected: .As snow moves through the forecast area this evening, winds are increasing from central Iowa through central Minnesota. Strongest winds locally expected in select counties of northeast Iowa causing blowing snow and blizzard conditions into tonight. Strong winds elsewhere will cause areas of blowing snow. Highest additional accumulations locally expected in Grant County as the band of higher snowfall rates continues east-southeast through the evening hours.
What: Snow. Additional snow accumulations up to one inch. Winds gusting as high as 45 mph.
Where: In Iowa, Howard and Winneshiek Counties. In Minnesota, Dodge and Mower Counties.
When: Until 11 PM CST this evening.
Impacts: Plan on slippery road conditions. The hazardous conditions could impact the evening commute. Gusty winds could bring down tree branches.

What: For the Extreme Cold Warning, dangerously cold wind chills as low as 45 below expected. For the Extreme Cold Watch, dangerously cold wind chills as low as 40 below possible.
Where: Portions of southeast Minnesota and central, north central, and west central Wisconsin.
When: For the Extreme Cold Warning, from 9 PM Thursday to 11 AM CST Friday. For the Extreme Cold Watch, from Friday morning through Saturday morning.
Impacts: The dangerously cold wind chills as low as 45 below zero could cause frostbite on exposed skin in as little as 10 minutes.
Dress in layers including a hat, face mask, and gloves if you must go outside.
