Flood Warning
What: Flooding caused by excessive rainfall continues.
Where: A portion of southwest California, including the following counties, Los Angeles, Santa Barbara and Ventura.
When: Until 1000 AM PST.
Impacts: Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Several structures are flooded. Numerous roads remain closed due to flooding. Streams continue to rise due to excess runoff from earlier rainfall. Low-water crossings are inundated with water and may not be passable. Expect many areas of slow moving or standing water. It will take several hours for all the water from the earlier rain to work through local drainage systems in urban areas. Local media have reported water rescues.
Additional Details: - At 545 AM PST, widespread flooding, rock slides, and mud slides were ongoing. - Some locations that will experience flooding include Simi Valley, Fillmore, Acton, Ojai, Wrightwood, Santa Clarita, Chatsworth, Northridge, Woodland Hills, Van Nuys, Encino, North Hollywood, Burbank, Universal City, Beverly Hills, Hollywood, Griffith Park, Lancaster, Palmdale and Pasadena. - http://www.weather.gov/safety/flood

Impacts: Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Mud and debris flows will be possible across foothill and mountain areas, including recent burn scars.
Additional Details: - This prolonged strong Atmospheric River storm system will bring periods of heavy rain through late this week. Potential flooding impacts include the threat of significant and widespread urban roadway flooding, a high risk of major rock and mud slides, and rapid rises in creeks, streams, and rivers which will likely lead to swift water rescues. The recent burn scars will be at risk for debris flows, possibly damaging. When: Until 1000 AM PST.
Impacts: Residual flooding will likely continue tonight. especially in low-lying areas. In addition, there will be an ongoing threat of rock slides and mud slides, especially in canyon roadways.
Additional Details: - At 545 AM PST, Doppler radar indicated rain coverage decreasing in coverage and intensity. However, residual flooding of low-lying areas is likely to continue through the night due to the earlier heavy rains. Heed any remaining road closures. In addition, there will likely be additional shower activity tonight which could prompt additional flooding concerns, as well as the threat of rock slides and mud slides. - Some locations that will experience flooding include Long Beach, Thousand Oaks, Malibu, Inglewood, Culver City, Downtown Los Angeles, Manhattan Beach, Torrance, Hermosa Beach, Hollywood, Beverly Hills, Venice, Redondo Beach, Santa Monica, Rancho Palos Verdes, Alhambra, Encino and Whittier. - http://www.weather.gov/safety/flood
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Be aware of rock slides, mudslides, and possibly debris flows.

What: South to southeast winds 20 to 35 mph with gusts 35 to 55 mph likely.
Where: A portion of southwest California.
When: Until 3 PM PST this afternoon.
Impacts: Gusty winds will blow around unsecured objects. There will be the risk of downed trees, especially considering the very wet soils that will occur this week. Travel will be difficult, especially for high profile vehicles.
