Yes, this is the dirtiest thing you will see on the Weather Network - these two vacationers were probably on their way to the nearest car wash - their jeep was certainly driven off road - considering the amount of mud and dirt on it. The mud was fresh as you can see on the wind shield it was just starting to drive. The dirt was a result of their jollification and merrymaking.
