"After 16 inches (over 400 mm) of rain fell in 24 hours near Houston, (RADAR estimates of 200 inches) we have a potential record breaking flood situation happening right now," says Weather Network meteorologist Jaclyn Whittal.
In some places, rainfall rates of 80-100 mm per hour were reported.
Some schools in the Houston area canceled classes for the day, local media reported.
Mayor Sylvester Turner urged all non-essential City employees to stay home Monday. In addition, municipal courts and Harris County courts were also closed Monday, according to ABC News.
As of 2:00 p.m. CDT, more than 41,000 residents were without power in Houston, the city tweeted.
"There are homes that are flooded, streets and rivers and creeks overflowing their banks and more thunderstorms are expected to drop more heavy rain, wind and possible hail into Tuesday," Whittal adds.
The National Weather Service in Houston says over 70 subdivisions in the metro area have been flooded. The City of Houston has activated its Emergency Operations Center in response to the flash flood threat.
